The knowledge the foreigners gathers in the USA risk being used against the USA later on. Even now, American products and services are being used against them by foreigners. Foreigners should only be allowed to stay in the country for a while IF they sign an agreement to never say or do things that harm the USA in any way. In addition, they must express some kind of loyalty to the USA and show that they want good for the USA. It could be doing volunteer work on the weekends, to help an American or the community. Etc.
