The party that makes it possible for wealthy neighborhoods to horde their local taxes to fund their schools while leaving poor black areas massively underfunded. The one who seeks to incarcerate or kill as many young black men as possible. The one that gerrymanders congressional districts so that even when black people vote, they remain underrepresented. But it's really non-racists of you to have confidence that black people can overcome the white racist conspiracy to keep them poor and underrepresented in perpetuity.
