His conflicting signals to the Saudi's may give them the confidence they need to think they can do to Qatar what they did to Bahrain a few years ago, and have failed miserably at doing in Yemen. Push back Iranian influence on their borders. Only this time by going after a strategic ally of America, and one that is capable of active resistance and also just so happens to hold a security treaty with the Turkish republic. Something people tend to overlook since where the US stands on issues is seen as more important.
