The federal government is doing everything it can to speed up the process of legalizing marijuana with an amendment to the constitution. Silly shit like this will be incentive for more states to legalize.

ATF are a useful bureaucratic appendage for internal spec ops teams. The Feds will not disband them because they need an agency for Federal level SWAT teams.

I would imagine the NRA would be all over this. With their drive to arm every citizen in the country and their almost total lock on Congress and just about every state legislature.
They should be able to muster this through.
