Hot Rod Revved Up	Fri Jan 06 17:22:38 Intel report: Putin directly ordered effort to influence election By Jeremy Diamond, CNN Updated 5:12 PM ET, Fri January 6, 2017 Washington (CNN)The US intelligence community concluded in a declassified report released Friday that Russian President Vladimir Putin ordered an "influence campaign" aimed at hurting Hillary Clinton and helping Donald Trump in the 2016 presidential election. The campaign -- which consisted of hacking Democratic groups and individuals, including Clinton campaign chairman John Podesta, and releasing that information via third-party websites, including WikiLeaks -- amounted to what the intelligence report called "a significant escalation" in longtime Russian efforts to undermine "the US-led liberal democratic order." The report was the first official, full and public accounting by the US intelligence community of its assessment of Russian cyberhacking activities during the 2016 campaign and the motivations behind that hacking. "We assess Russian President Vladimir Putin ordered an influence campaign in 2016 aimed at the US presidential election. Russia's goals were to undermine public faith in the US democratic process, denigrate Secretary Clinton, and harm her electability and potential presidency. We further assess Putin and the Russian Government developed a clear preference for President-elect Trump," the report said. SEE INTEL REPORT BACKGROUND: "Russian efforts to influence the 2016 US presidential election represent the most recent expression of Moscow's longstanding desire to undermine the US-led liberal democratic order, but these activities demonstrated a significant escalation in directness, level of activity, and scope of effort compared to previous operations," the report continued. The report said Moscow used a variety of tactics in a bid to sway the outcome. "Moscow's influence campaign followed a Russian messaging strategy that blends covert intelligence operations -- such as cyberactivity -- with overt efforts by Russian government agencies, state-funded media, third-party intermediaries and paid social media users or 'trolls,' " the report found. The US intelligence community released several new pieces of information to support its conclusions. It noted that in the final run-up to the election, when polls favored Clinton to win the election, Moscow shifted its campaign to influence the election to one aimed at undermining the validity of the electoral results. "Before the election, Russian diplomats had already publicly denounced the US electoral process and were prepared to publicly call into question the validity of the results," the reported stated, adding that pro-Russian government bloggers had prepared a Twitter campaign on Election Night using the hashtag "#DemocracyRIP." US intelligence officials also assessed "with high confidence" that the GRU Russian intelligence agency "used the Guccifer 2.0 persona, DCLeaks.com, and WikiLeaks to release US victim data obtained in cyberoperations publicly." The intelligence community also assessed "with high confidence" that the GRU provided WikiLeaks with the material they obtained from hacking the Democratic National Committee and top Democratic officials. US intelligence agencies also noted in the report that the Russian influence campaign was not limited to the cyberhacking and release of private documents that drew headlines during the presidential campaign. The report stated that the campaign blended cyberhacking intelligence operations with overt propaganda efforts carried out by state-owned media outlets and paid social media users. The propaganda efforts included Russian state-owned media outlets like Russia Today and Sputnik casting Trump as "the target of unfair coverage from traditional US media outlets" as well as Russian propaganda officials casting Trump during the campaign as a victim of the US political establishment. Meanwhile, the intelligence community noted that "RT's coverage of Secretary Clinton ... was consistently negative and focused on her leaked emails and accused her of corruption, poor physical and mental health, and ties to Islamic extremism." Clinton's campaign first argued Russia was aiming to help Trump back in July, to which Trump's campaign called the comment "a joke." After the election, Clinton argued to donors that Putin got involved in the 2016 election partially due to a grudge against her, a view that's backed up in Friday's report. "Putin most likely wanted to discredit Secretary Clinton because he has publicly blamed her since 2011 for inciting mass protests against his regime in late 2011 and early 2012, and because he holds a grudge for comments he almost certainly saw as disparaging him," the report said. The Clinton campaign did not immediately respond to a request for comment Friday. But Jesse Lehrich, a spokesman for Clinton's campaign, expressed vindication Friday afternoon, tweeting: "every day: REPORTER: what about *this* @wikileaks email? ME: part of an unprecedented foreign cyberattack!!! REPORTER: so... no comment?" Trump briefed The report, which was commissioned by President Barack Obama, comes as Trump has continued to resist the US intelligence community's conclusions that Russia was responsible for the hacking and that it aimed to help his campaign. Trump was briefed earlier Friday on the report by top US intelligence and law enforcement officials, and while he said he had "a constructive meeting," he declined to publicly agree with their conclusions. Instead, Trump stressed that "there was absolutely no effect on the outcome whatsoever," which the US intelligence community asserted in its report it was not in a position to assess. Trump did acknowledge in his statement the possibility that Russia could have been behind the hack, though he named China as well as a persistent cyberhacker. The US intelligence community also warned in its report Friday that Moscow would likely continue to pursue cyberhacking campaigns to influence future elections. "Moscow will apply lessons learned from its Putin-ordered campaign aimed at the US presidential election to future influence efforts worldwide, including against US allies and their election processes," it assessed. The 17 US intelligence agencies first concluded in October that Russian intelligence, directed by the most senior Russian officials, orchestrated the hacking of Democratic Party organizations. But since then, the US intelligence community said it had gathered additional information to make assessments of the motivations behind the cyberhacking operations: that the effort was aimed at undermining the US democratic process, hurting Clinton and helping Trump in the 2016 presidential election. And while the report is severely lacking in any evidence, it is rich in judgments, such as the following: We assess Russian President Vladimir Putin ordered an influence campaign in 2016 aimed at the US presidential election. All three agencies agree with this judgment. At this point a quick detour, because the intel agencies responsible for drafting the report then explain how "confident" they are: "CIA and FBI have high confidence in this judgment; NSA has moderate confidence." What do these distinctions mean? ◦High confidence generally indicates judgments based on high-quality information, and/or the nature of the issue makes it possible to render a solid judgment. However, high confidence judgments still carry a risk of being wrong. ◦Moderate confidence generally means credibly sourced and plausible information, but not of sufficient quality or corroboration to warrant a higher level of confidence. In other words, while not carrying the infamous DHS disclaimer according to which last week's entire joint FBI/DHS report is likely garbage, the US intel agencies admit they may well be "wrong." Going back to the report, we then read: ◦Moscow’s approach evolved over the course of the campaign based on Russia’s understanding of the electoral prospects of the two main candidates. When it appeared to Moscow that Secretary Clinton was likely to win the election, the Russian influence campaign began to focus more on undermining her future presidency. ◦Further information has come to light since Election Day that, when combined with Russian behavior since early November 2016, increases our confidence in our assessments of Russian motivations and goals. ◦Moscow’s influence campaign followed a Russian messaging strategy that blends covert intelligence operations—such as cyber activity—with overt efforts by Russian Government agencies, state-funded media, third-party intermediaries, and paid social media users or “trolls.” Russia, like its Soviet predecessor, has a history of conducting covert influence campaigns focused on US presidential elections that have used intelligence officers and agents and press placements to disparage candidates perceived as hostile to the Kremlin. ◦Russia’s intelligence services conducted cyber operations against targets associated with the 2016 US presidential election, including targets associated with both major US political parties. ◦We assess with high confidence that Russian military intelligence (General Staff Main Intelligence Directorate or GRU) used the Guccifer 2.0 persona and DCLeaks.com to release US victim data obtained in cyber operations publicly and in exclusives to media outlets and relayed material to WikiLeaks. ◦Russian intelligence obtained and maintained access to elements of multiple US state or local electoral boards. DHS assesses that the types of systems Russian actors targeted or compromised were not involved in vote tallying. ◦Russia’s state-run propaganda machine contributed to the influence campaign by serving as a platform for Kremlin messaging to Russian and international audiences. ◦We assess Moscow will apply lessons learned from its Putin-ordered campaign aimed at the US presidential election to future influence efforts worldwide, including against US allies and their election processes. Or, as some have stated, just a regurgitation of already existing opinions and absolutely zero facts. Some more highlights: ◦Moscow’s influence campaign followed a Russian messaging strategy that blends covert intelligence operations—such as cyber activity—with overt efforts by Russian Government agencies, state-funded media, third-party intermediaries, and paid social media users or “trolls.” ◦We assess Russian intelligence services collected against the US primary campaigns, think tanks, and lobbying groups they viewed as likely to shape future US policies. In July 2015, Russian intelligence gained access to Democratic National Committee (DNC) networks and maintained that access until at least June 2016. ◦Russian Propaganda Efforts. Russia’s state-run propaganda machine—comprised of its domestic media apparatus, outlets targeting global audiences such as RT and Sputnik, and a network of quasi-government trolls—contributed to the influence campaign by serving as a platform for Kremlin messaging to Russian and international audiences. State-owned Russian media made increasingly favorable comments about President-elect Trump as the 2016 US general and primary election campaigns progressed while consistently offering negative coverage of Secretary Clinton. Then here is the direct accusation of Wikileaks: We assess with high confidence that the GRU relayed material it acquired from the DNC and senior Democratic officials to WikiLeaks. Moscow most likely chose WikiLeaks because of its self-proclaimed reputation for authenticity. Disclosures through WikiLeaks did not contain any evident forgeries. Oddly enough, there is nothing in the report about the latest narrative change of "go-betweens" linking Putin with Wikileaks, but it has a whole lot of "judgments" on RT... ◦RT’s coverage of Secretary Clinton throughout the US presidential campaign was consistently negative and focused on her leaked e-mails and accused her of corruption, poor physical and mental health, and ties to Islamic extremism. Some Russian officials echoed Russian lines for the influence campaign that Secretary Clinton’s election could lead to a war between the United States and Russia. ◦In August, Kremlin-linked political analysts suggested avenging negative Western reports on Putin by airing segments devoted to Secretary Clinton’s alleged health problems. ◦On 6 August, RT published an English-language video called “Julian Assange Special: Do WikiLeaks Have the E-mail That’ll Put Clinton in Prison?” and an exclusive interview with Assange entitled “Clinton and ISIS Funded by the Same Money.” RT’s most popular video on Secretary Clinton, “How 100% of the Clintons’ ‘Charity’ Went to…Themselves,” had more than 9 million views on social media platforms. RT’s most popular English language video about the President-elect, called “Trump Will Not Be Permitted To Win,” featured Assange and had 2.2 million views. ... and "trolls." And this is where it gets really funny: ◦Russia used trolls as well as RT as part of its influence efforts to denigrate Secretary Clinton. This effort amplified stories on scandals about Secretary Clinton and the role of WikiLeaks in the election campaign. ◦The likely financier of the so-called Internet Research Agency of professional trolls located in Saint Petersburg is a close Putin ally with ties to Russian intelligence. ◦A journalist who is a leading expert on the Internet Research Agency claimed that some social media accounts that appear to be tied to Russia’s professional trolls—because they previously were devoted to supporting Russian actions in Ukraine—started to advocate for President-elect Trump as early as December 2015. swordtail Anarchist Prime	Tue Jan 10 18:31:28 Here Is The Full 35-Page Report Alleging Trump Was "Cultivated, Supported And Assisted" By Russia by Tyler Durden Jan 10, 2017 6:53 PM As reported moments ago, CNN is leading with a story about a 35-page dossier compiled by a former member of British intelligence, which had been distilled into a 2-page appendix presented to Trump last Friday by the US intel community, and which contains "explosive, but unverified, allegations" that the Russian government has been "cultivating, supporting and assisting" President-elect Donald Trump for at least 5 years and "endorsed by Putin" gained compromising information about him, with the aim of "encouraging splits and divisions in the western alliance." The memo has allegedly been circulating among elected officials, intelligence agents, and journalists for weeks. The dossier, which is a collection of memos written over a period of months, "includes specific, unverified and potentially unverifiable allegations of contact between Trump aides and Russian operatives, and graphic claims of sexual acts documented by the Russians" according to Buzzfeed. Of course, the question on everyone's lips is what are these "unverified and potentially unverifiable allegations" contained in the memo. We now know the answer, courtesy of Buzzfeed which fill published the full document "so that Americans can make up their own minds about allegations about the president-elect that have circulated at the highest levels of the US government." There are just a few problems with this revolutionary Rosetta stone that should, at least superficially, discredit the Trump presidency as a puppet of the Kremlin. As eve BuzzFeed observes, "the document is not just unconfirmed: It includes some clear errors. The report misspells the name of one company, “Alpha Group,” throughout. It is Alfa Group. The report says the settlement of Barvikha, outside Moscow, is “reserved for the residences of the top leadership and their close associates.” It is not reserved for anyone, and is also populated by the very wealthy." Even more amusing is that the documents have circulated for months, and were available to the Clinton campaign should she have chosen to use them to discredit Trump yet for some "odd reason" she did not, and furthermore "acquired a kind of legendary status among journalists, lawmakers, and intelligence officials who have seen them." Mother Jones writer David Corn referred to the documents in a late October column. Harry Reid spokesman Adam Jentleson tweeted Tuesday that the outgoing Senate Democratic leader had seen the documents before writing a public letter to FBI director James Comey about Trump’s ties to Russia. And CNN reported Tuesday that Arizona Republican John McCain a gave “full copy” of the memos to FBI Director James Comey on December 9, but that the FBI already had copies of many of the memos. So with all this information floating around "for months", and duly noted by everyone in US government, from intelligence to the FBI, and certainly peopple in the unsuccessful Clinton campaign, it only emerges now, ten days before the Trump inauguration? Coincidence? Readers can decide on their own. For those pressed for time, here is the best - as in most laughable - part, discussing "Trump's personal obsessions and sexual perversions", in which we learn that when staying at the Ritz Carlton Moscow hotel, in order to defile a bed in which Obama had stayed in previously, he employed "a number of prostitutes to perform "golden showers" show in front of him." Hundreds of IP addresses were listed in an annexe to the FBI’s joint analysis report attributing malicious cyber activity across the world to Russian hackers. Of those, three IP addresses were listed as being from Swaziland. However, analyzing the list, Danish IT news site Version2 found that they were actually Swiss IPs, it said on Monday, something that is easily confirmed via an online IP address checker. The IPs in question are thought to have been hacked by the group Fancy Bears, suspected by the US of having links to the Russian government. In total Version2 noticed 18 anomalies in the FBI’s list, including some German IPs listed as Danish, perhaps due to the similarity between the .de and .dk country codes, it said. Speaking to the site, a Danish expert said these were probably just typing errors and didn't reflect on the thoroughness of the FBI investigation
