It's ambiguous at best, at worst (the path always taken by HR) it sounds like he's claiming credit. That said, the idea that it's Obama's fault for fuel prices is absurd. If you want to do anything to reign in prices, removing speculators from the market would be job 1 but that is a job for Congress and not the President.
