He may very well be from India. If I heard him say something I would know if he were Indian or not.

I would probably keep an eye on him if I was not sure. But then, they are recruiting terrorists from all nationalities. Anyone could be a terrorist.

I would watch for other traits too such as nervousness and avoidance of eye contact.
