(CNN) -- Former President Jimmy Carter said Tuesday that racial politics played a role in South Carolina Rep. Joe Wilson's outburst during President Obama's speech to Congress last week and in some of the opposition the president has faced since taking office.

"I think an overwhelming portion of the intensely demonstrated animosity toward President Barack Obama is based on the fact that he is a black man, that he's African-American," Carter told NBC News. "I live in the South, and I've seen the South come a long way, and I've seen the rest of the country that shares the South's attitude toward minority groups at that time, particularly African-Americans."

"That racism inclination still exists, and I think it's bubbled up to the surface because of belief among many white people -- not just in the South but around the country -- that African-Americans are not qualified to lead this great country. It's an abominable circumstance, and it grieves me and concerns me very deeply," Carter said.

Carter made similar remarks at an event at his presidential center in Atlanta, Georgia, The Associated Press reported Tuesday, pointing to some protesters who have compared Obama to a Nazi. "Those kind of things are not just casual outcomes of a sincere debate on whether we should have a national program on health care," the former president said at the Carter Center, according to AP. He grouped Wilson's shout of "You lie!" during Obama's speech in that category, according to AP. "I think it's based on racism. There is an inherent feeling among many in this country that an African-American should not be president," he said.

"The president is not only the head of government, he is the head of state. And no matter who he is or how much we disagree with his policies, the president should be treated with respect."

The House voted Tuesday to formally disapprove of Wilson's behavior during the joint session of Congress. The resolution was approved largely along party lines, with Republicans calling the measure unnecessary partisan politics.

Wilson apologized to the White House last week, but congressional Democrats said he owed the chamber a similar statement of regret.

And his tireless Israel bashing on behalf of Palestinian terrorists has won him at least one devoted fan. In his latest tape, Osama bin Laden, or his ghost, recommends several books for Americans to read, including Jimmy Carter's Palestine: Peace Not Apartheid:

While the voice on the tape does not mention this book by name, it calls on Americans to �¢??read what your former president, Carter, wrote regarding Israeli racism against our people in Palestine.�¢??

The book in question was too ridiculously one-sided even for the New York Times, whose reviewer wrote:

[Carter] simply offers a narrative that is largely unsympathetic to Israel. Israeli bad faith fills the pages. Hollow statements by Israel�¢??s enemies are presented without comment. Broader regional developments go largely unexamined. In other words, whether or not Carter is right that most Americans have a distorted view of the conflict, his contribution is to offer a distortion of his own.

Given the clear preferences of our president for Islamic Terror Regimes like Iran's over free democracies like Israel and Honduras, it's increasingly clear than in 2008, Jimmy Carter finally won his second term."

Bin Ladenâ??s Reading List for Americans

While Oprahâ??s seal of approval on a book cover is sought after in America, Osama Bin Ladenâ??s is, to put it mildly, not. On Monday, the authors of three books apparently recommended to American readers by the leader of Al Qaeda in his latest communique might be wondering how one goes about returning an unsolicited endorsement to a shadowy militant who has been in hiding for eight years.

As our colleague Mark McDonald reported on Sunday, Mr. Bin Laden apparently released a new audiotape, entitled â??An Address to the American People.â?? According to the SITE Intelligence Group, which monitors jihadist Web sites, on the tape, a voice claiming to be that of the Qaeda leader described three books that he says support his analysis of global politics and the systematic maltreatment of Muslims at the hands of America and her allies.

Here is the blurb from hell the booksâ?? authors will not want to see printed on their jackets above Mr. Bin Ladenâ??s name: â??After you read the suggested books, you will know the truth, and you will be greatly shocked by the scale of concealment that has been exercised on you.â??

On the list:

1. â??The Israel Lobby and U.S. Foreign Policy,â?? by Stephen M. Walt, a professor of international affairs at the John F. Kennedy School of Government at Harvard, and John J. Mearsheimer, a political scientist at the University of Chicago. Published in 2007, the book argues that uncritical American support for Israel, shaped by powerful lobbying organizations like the American Israel Public Affairs Committee, does grave harm to both American and Israeli interests. The voice on the tape gives the title of the book as â??The Israeli Lobby in the United States,â?? according to the SITE translation.

The book develops themes first explored by the authors in an essay published in 2006 by the London Review of Books, which generated a strong reaction from some Jewish groups. Tony Judt defended the authors against charges of anti-Semitism on the Op-Ed page of The New York Times the following month. Later that year, The London Review hosted a panel discussion in New York on the questions raised by the essay. 2. â??Palestine: Peace Not Apartheid,â?? in which former President Jimmy Carter gives his views about how best to end the Arab-Israeli conflict, and criticizes Israeli treatment of Palestinians in the territories. While the voice on the tape does not mention this book by name, it calls on Americans to â??read what your former president, Carter, wrote regarding Israeli racism against our people in Palestine,â?? in a characterization of the book that goes beyond Mr. Carterâ??s own language.

In his review of Mr. Carterâ??s book in The New York Times, Ethan Bronner wrote:

This is a strange little book about the Arab-Israeli conflict from a major public figure. It is premised on the notion that Americans too often get only one side of the story, one uncritically sympathetic to Israel, so someone with authority and knowledge needs to offer a fuller picture. Fine idea. The problem is that in this book Jimmy Carter does not do so. Instead, he simply offers a narrative that is largely unsympathetic to Israel. Israeli bad faith fills the pages. Hollow statements by Israelâ??s enemies are presented without comment. Broader regional developments go largely unexamined. In other words, whether or not Carter is right that most Americans have a distorted view of the conflict, his contribution is to offer a distortion of his own.

Much of the criticism of Mr. Carterâ??s book focused on the title, which evokes the idea raised by some supporters of the Palestinian cause who have compared the situation in Israel and Israeli-occupied Palestine to that of apartheid-era South Africa. For instance, in an article published in the London Review of Books in 2003, Virginia Tilley proposed a one-state solution which would still â??preserve Israelâ??s role as a Jewish haven while dismantling the apartheid-like privileges that presently assign second-class citizenship to non-Jews.â??

3. The third book referred to on the tape is called â??The Apology of a Hired Killer,â?? according to the SITE translation. The book is said to have been written by â??a former CIA agent who lived in two cultures, whose conscience was awakened in his third decade and decided to say the truth despite threats.â?? The voice on the tape says that this author is â??the best to clarify to you the causes of the eleventh,â?? apparently meaning the attacks of September 11, 2001.

This is a good example why the assumption that the president gets respect purely for having been president is a silly idea. Respect is earned not granted and it can easily be lost.

Anyone crying about racism at this point is either a moron or intentionally attempting to use emotionally charged sentiment to win a loosing battle, which wouldn't be so bad if they weren't using such blaten lies. Personally I think Carter knows this has nothing to do with racism, he just sees the best opportunity in 70 years to push forward the progressive movement as slipping away. The alternative is that he is so blind to the possibility that people don't want progressivism that he has to make up issues that aren't there to justify the obsticles they are facing. While I think that is the case for a lot of people currently in power, Carter has seen enough years in politics that he should know better by now.
