Police said suspect fled the area, likely in the vehicle described as a gray or silver sedan. Only when it pertains to Federal Law, of which, protesting on the streets is not. In point of fact, when it comes to civil unrest within a State, the President can't do ANYTHING unless the Governor requests the President do something first. The only situations in this circumstance in which the President could take charge is if A. The unrest within the State starts affecting other States (in which case those Governors will demand action) or B. The US Congress determines that a State is in rebellion and suspends Posse Comitatu and Habeus Corpus. In Which case the President is authorized to do what he wishes to restore order. Barring those two scenarios, the President has zero authority over the Police in the various States.

As a functional federal issue though, the Police agencies within the States are not answerable to the Federal Government, and Constitutionally, cannot obey orders issues by the Federal Government in defiance of countermanding orders from the Governor. Situations that would bring about this scenario however are incredibly extreme though.
